Being from East Tennessee it's a law in most counties  to know Dolly Parton songs.     18 is "My Tennessee Mountain Home"

#25 - "State Fair" by Pat Boone.  I'm glad you gave that last clue to clarify. I thought of "State Fair" when I first read the list, but I thought the answer had to contain the name of a specific state, so I figured there must be some other song that fit.
