That's because it's not the official charts used for Canada.  Those listings are for the CHUM Chart out of Toronto which stopped publishing a chart in 1986 lol

...you can always try the site of the Dutch Top 40 itself. You can find any Top 40 from the very beginning (January 1965) there.
If you scroll down a bit, you'll see a tiny window that reads with a down arrow next to it. Click the arrow and you can pick any chart.
You'll have to know what week * you were born though, 'cause it doesn't give you a date option.

And of course it doesn't have all the search options that everyhit.com has for UK Top 40...

How could Billboard itself use the "wrong" method for generating the results of its own concept? I plugged a couple other random dates from other years in as well just to make sure my birth date/week wasn't a fluke and they each yielded the earlier date rather than the following one. I think the rationale behind displaying the prior date is that "Black Cat" (in this example) was the incumbent/reigning number one song on that date, as Ice Ice Baby hadn't been declared number one yet until the week was actually over.

1990 was before Billboard went to Soundscan, which probably affected how and when things were reported. Back then what Billboard did was call stores and ask them to report the sales figures, and then things were tallied up. Needless to say, it does seem like a confusing and inconsistent process.

Also to stay on topic, my birthday #1 is 'Save the Best for Last' by Vanessa Williams. #2 song that week was Tears in Heaven. Could be worse.
